The National Medical Commission (NMC) on August 05, 2026, issued an Addendum to the "Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to the MBBS Course, 2026".
The following has been stated:
• The addendum to the Guidelines clarifies the requirement under Clause 9.2 regarding possession of a Permanent UDID Card. The addendum provides that a candidate shall not be denied consideration solely because the UDID Card or Disability Certificate is temporary, where the disability is categorised as “progressive, non-progressive or not likely to improve”, subject to verification by the Medical Assessment Board. For candidates holding a Temporary UDID Card with a disability categorised as “likely to improve”, the Medical Assessment Board shall re-assess the benchmark disability in accordance with the assessment methodology prescribed by the Department of Empowerment of Persons with Disabilities, in addition to assessing the candidate's functional competency under the NMC Guidelines.
• In all cases, the Medical Assessment Board will independently assess functional competency before issuing the Eligibility Certificate. The clarification is intended to ensure that Clause 9.2 is implemented consistently with the Rights of Persons with Disabilities Act, 2016, the Rights of Persons with Disabilities (Amendment) Rules, 2024 and the DoEPwD Office Memorandum dated 17 December 2025, and forms an integral part of the 2026 Guidelines.
